Job Description
PEMCCO, Inc. is an Information Technology and Information Management (IT/IM) firm providing support to DoD, Federal, State, Local and commercial customers. We are seeking a Part-Time Project Manager to manage our Hampton Roads Harbor Tunnel project.
Essential Functions:
- Establish project objectives, policies, procedures and performance standards within boundaries of company policy and contract specifications.
- Confer with managers regarding work procedure, complaints and other pertinent matters.
- Initiate and maintain liaison with project stakeholders to facilitate project; monitor and control project through administrative direction of on-site lead to ensure project is completed on a schedule and within a budget Investigate potentially serious situations, including accidents and incidents, implement corrective measures and thorough resolutions.
- Formulate reports concerning work progress, costs and scheduling.
- Performs duties such as assembling, coordinating and managing multidisciplinary teams and maintain liaison with project stakeholders to facilitate project; serving as the first point of contact for replacement or emergency staffing.
- Monitor and control project through administrative direction of on-site lead to ensure project is completed on a schedule and within a budget.
- Represents company in project meetings and attends strategy meetings; partner with company finance department to manage project hours and timekeeping metrics of contracts to protect company’s interests while maintaining a positive relationship with the customer.
- Establishes and maintains liaison as required with applicable professional affiliations and associations.
- Assists in developing departmental plans, goals, objectives, policies and procedures.
- Coordinates schedules of staff and other interested parties.
- Provides supervision and guidance to all assigned staff.
- Assures timekeeping is done properly and approves for all team members.
- Must be accessible 24 hours per day.
Competencies:
- Knowledge of technical and administrative aspects of all phases of project management, including management of information systems used to plan, manage, and control projects. Ability to interpret regulations and to communicate with others; establish and maintain effective working relationships with other customer employees, contractors, and builders; establish and maintain effective working relationships with commissions and boards, state and local government agencies, and general public (desirable); demonstrate proficiency in both oral and written communication; operate computers using standard word processing, spreadsheet, as well as effective project management-related productivity software; and understand and apply related federal, state and city regulations.
- Ensure project compliance with all contracts, purchase orders, and task orders.
Required Education and Experience:
- High school diploma, or its equivalent
- Six years of experience in engineering design and implementation, including at least two years of experience in project management or a related field; or
- Graduation from an accredited university with a degree in engineering, computer science or related field and two years of progressively responsible engineering experience; or
- Any equivalent combination of experience and training that provides the required knowledge, skills and abilities.
- Progressively more responsible experience managing one or more large operations contracts.
- Progressively more responsible experience in at least one of the following Contract related areas: systems engineering, systems integration and maintenance, or traffic operations.
- Demonstrated management experience, especially with staff in different geographic locations.
Preferred Education and Experience:
- Bachelors of Science Degree from an accredited institution.
- PMI Project Management Professional (PMP) Certification, or related certification is desired.
This position works in assigned PEMCCO corporate offices and also at project work sites. Remote work is permissible.
